Attorneys Jack Gross and Sam Cohen successfully gained the City of Allentown Zoning Hearing Board’s approval of the Hispanic American Organization’s proposal to offer Drug and Alcohol counseling services at their location on west Walnut Street in Allentown. At the Zoning Hearing Board’s hearing on May 1, 2017, the Board unanimously approved the Hispanic American Organization’s proposed expansion of services. At the hearing, Sam argued that the proposed counseling services were more akin to an “Office” use as compared to a “Drug and Alcohol Treatment and Rehabilitation” use, as both terms are defined under the City’s Zoning Ordinance. Sam and a representative of the Hispanic American Organization further demonstrated the unique nature of the proposed services in that they focus on assessing dependency issues with a goal towards referrals to appropriate outside treatment centers if necessary, with the Hispanic American Organization being the only bi-cultural and bilingual provider of these type of counseling services in the area.Jack Gross represents businesses and nonprofits in real estate and zoning matters and frequently enlists the assistance of litigation partner, Sam Cohen to represent commercial real estate clients before zoning hearing boards throughout the region.
